Revolving Loan Fund
Mid-Columbia Economic Development District (MCEDD) has just been awarded a grant from The U.S. Department of Commerce Economic Development Administration and a grant from the Klickitat County Public Economic Development Authority to recapitalize its Revolving Loan Fund program. MCEDD is accepting applications from businesses in Klickitat County for expansion or start-up projects. Loans are for gap filling. They are not intended to take the place of traditional sources of financing. Rather they are to make it possible for job creating projects to happen by making up the financing that is needed to complete the project.
In order to meet the RLF goals, in most cases the primary loan selection criteria will focus on the following:
- Cost per job – 1 job per $20,000 loaned - lower is better
- Job quality – higher skill, higher paying
- Private leveraging – $2 private to $1 RLF - more private involvement is better
- Loan size – Minimum $20,000, Maximum $100,000
- Economic impact – industrial generally has more impact than retail
- Technology related – preferred
- Value added – preferred
