During his tenure as manager, the Port joined the Washington Public Ports Association (WPPA) and the Northwest Rivers and Harbors Congress (now known as the Pacific Northwest Waterways Association), adopted its first Comprehensive Scheme of Harbor Improvements, and purchased additional property in the area known as Bingen West.
