Before serving as a commissioner, Norm owned and operated Deo Excavation and performed service for the Port years before serving on its board. He also launched Versatile Supply Inc., which he continues to own and operate (as of 2010).

During his tenure, the 102 Kreps (aka RAMCo) and 102 Parallel (aka Dallesport Foundry) buildings were sold, Bingen Point road improvements and the sewer line extension to Marina Park were completed, the Port joined Bingen and White Salmon in the Multi-jurisdictional Water System, fifty acres at Dallesport were sold to service Port debt, the first Bingen Point Master Plan and CCRs were adopted, the 139 Columbia River Building (aka Building 1B) was constructed, property at Dallesport was donated to the County for construction of a wastewater treatment facility, a two-lane boat ramp was constructed at Marina Park, rock and dirt fill from the WSDOT Hwy. 14 project was placed at Bingen Point, the 118 Columbia River Building (aka Building 1D) was constructed, the dock crane at Dallesport was removed, cleanup of the Recycled Aluminum Metals Company (RAMCo) saltcake disposal site began, the 110 Bingen Point Building (aka Building 1E) was constructed, the Williams gas transmission pipeline at Dallesport was moved, the 111 Parallel (aka The Dalles Fruit Company) building was constructed, Verizon placed antennas on the water reservoir at Dallesport, and cleanup of the Dow Road saltcake site was completed.
